Claimants have the option to file over the phone, by calling 1-877-841-9617.  If a person does not wish to file over the phone, they can choose to make a claim over the Internet by going to the Employment Security Commission of North Carolina's website.  No matter which method is chosen, once the claimant has decided to file for unemployment benefits, they must answer some questions concerning their work history and education, among other things.  North Carolina unemployment benefit recipients must actively seek work while they are getting unemployment pay, so they will have to file a weekly certification that states they are looking for employment.  On average, the time between filing for unemployment and receiving benefits is four weeks.  If the claimant finds a job they are qualified for, while they are receiving benefits, they must accept the job offer.
